This program is sponsored by the IRS and supported by the AARP Foundation. Its mission is to provide free, basic tax return preparation for low to moderate income taxpayers, with a special emphasis on the elderly. You do not have to belong to AARP to use the service, nor is there an age requirement. The TCE program adheres to the strict ethical standards of the Department of the Treasury and does not discriminate against taxpayers on the basis of race, color, national origin, disability, sex, age, or reprisal.
